Without opening a can of worms here, but I think it is best for everyone on board that parents are sat next to their children. Being someone who travels with my children and (a bunch load) without, I am happy to accept both sides of this setup

Also, I'd imagine the policy is partly because of safety. Ensuring a 2 year old (or older) stays sat down and belted up during seat belts signs on.
