You get the towel wet (ideally saturated and wrung out) and then wear around your neck. Popular with athletes. I have both a neck gaiter and towel. Mission is a well known brand. The second link provides details on the fabric technology and how it enhances evaporation to keep you cool. As the towel dries I just add more cold water during flight. It’s a very thin fabric and takes little room in my hand luggage.

A towel will cost about $15 USD. Can purchase at sporting goods stores or on Amazon. Can also find cheaper knock offs. Often given away as a promotional item by businesses when organizing outdoor team building events or fitness initiatives.
