Presumably a large enough IRROPS event to create a few days in a row of no seat availability and no reasonably-priced commercial airline flights you can book.
Not necessarily all air traffic grounded (although that would be a subset of these events).
One would assume with an unlimited amount of money you could always find a plane and a pilot.

I knew people who were stuck in Denver for Christmas of '06. It snowed so much that there was literally no mode of transportation to go east. It would have taken 4 days to get a flight out of Denver. Fortunately, Interstate 70 opened after about 2 days and they were able to drive out.
