Are you connecting to another flight in EWR otherwise you will not be able to go airside with only an arriving ticket.

Arriving internationally (and not arriving from a preclearance airport -- such as DUB or various Canadian airports and a few others)) you will have to exit the secure areas and need a new ticket to get back in.

If you have a EWR departing *A flight, and are *G, you will have UC access.
