Yes, I added my sister, who was about 13 at the time as an Authorized User. They sent a card and I shredded it. To this day, she has no idea, but will have a flawless payment history on her reports when she 'becomes of age' here in the next couple of years (currently 16).
As others have stated, there is no way to limit their credit line or spending limit. I do find that appalling, but it is what it is.
