Does this mean I wouldn't be able to leave the airport during my long layover?
As an expat living in manila for 10 years, my best advice would be to say nothing at immigration about connecting flights and wanting to go outside and come back tomorrow.
So long as you have the OnehealthPass and Covid vaccine certs, just go through immigration and say you are spending 1 night.
There might be added tax to pay on your ticket when coming back through Departures the next day (sometimes its not included in tickets here and being a transit flight, you may not have had to pay local passenger fee in the ticket price)
I'd sure try to get out of the airport. Anytime longer than 2-3hrs in any terminal of Manila airport is a miserable experience.
