There is a small gift shop post-security which sells chocolate bars, bottled drinks, chips, etc but usually only open for a specific duration prior to departure of the YOW flights. 4 hours is plenty of time for you to exit airside and then re-clear security. FYI, if you're connecting to one of the hamlets in Nunavut you exit security anyways. There's no security screening for the ATR flights.
