For fun sometime, take a spin through the BBB complaints for Hilton. In many cases, they post the guest letter and the company response. I might not use the BBB to file my complaint/concern -- but that all sounds pretty awful. I'd certainly give serious consideration to posting a review on another site or writing a letter to corporate Hilton. If you have screenshots of the chat where they tell you you'll have access to the same room, I'd include them. It's probably worth a one-night refund or a bunch of points.

I'm becoming increasingly whiny/complainy post-COVID. In part, because I'm told that when guests don't complain about something (like the absence of daily housekeeping), hotels assume that they don't want it. So... if you don't complain about the front desk screwing up your reservations and having your stuff moved, hotels might just start to assume that guests don't care if their reservations are screwed up and their stuff is moved.
