Is a good question. I think the answer is yes. I've not had a paid stay but logic wise, if you are checking in at the theoretical earliest check in time, then by definition the option has to extend to the next morning. And whilst I am recently a little critical of ICPL, they are very accommodating for early arrivals (earlier than theoretical check in time) and have always allowed breakfast under those conditions as well.
Might be worth to check mind. That's my logic not knowledge.
