Special Rates Ineligible for SNAs

I've encountered the same on discount rates (Senior Rate). In my case, booking a Government/military rate makes the booking ineligible for the SNA. I've got a bunch of them in my account, but my options are spend way more on a regular booking to use the SNA, or save money and waste the SNAs.
