As others have said, it's QantasLink and you need to call BA to book it. I've booked Sydney to Canberra and Canberra to Melbourne with Avios before and had to make a phone call to do it.
Booking business class tickets with Avios on Qantas is really excellent bang for your buck when compared to the fares Qantas charge on these sectors.
And because these Qantaslink and other subsidiary carrier flights aren't available on BA.com, the normal avios booking fee for phone bookings is waived.
