As others have said, it's QantasLink and you need to call BA to book it. I've booked Sydney to Canberra and Canberra to Melbourne with Avios before and had to make a phone call to do it.
Booking business class tickets with Avios on Qantas is really excellent bang for your buck when compared to the fares Qantas charge on these sectors.
