If and only if Saver inventory opens up will you be able to use VS points to upgrade into W or J, and really the only way to know if that happens is to keep checking over and over and over again.

With regard to a cash upgrade offer, I've never heard of it. I'm sure it exists, but I doubt it's a likely outcome.
