Definitely not a franchise. Most QantasLink airlines are 100% owned by Qantas. And Qantas want to take over Alliance Airlines. (currently part own)

Sunstate (100% Qantas owned) is a QantasLink airline.

Only BAEC has issues with awards on QF QantasLink flights. QantasLink is a brand.
