You can’t book those flights on ba.com because as you rightly suspected they are operated by a franchisee. Whether that franchisee can be booked via a call to BA I don’t know. I have recently tried to book Adelaide to Cairns, which has a QF flight number but operated by a franchisee, and although I could book it with AA miles, I couldn’t with Avios, as the franchisee wasn’t on the BA ‘approved’ list.
Syd-CBR is a 45 min flight so probably better value just to pay with Jetstar or Virgin?
