AC at YYZ, EWR and various other airports in the Americas and in Europe never cared to measure the gate-bound strollers of my travel party members. As long as the strollers were collapsible and seemed like they should fit through the cabin baggage scanners without issue, the AC check-in and gate staff/contractors were fine with the strollers being taken for gate-checking for gate-delivery/valet tagging; and it worked well with AC’s ground handling arrangements at the relevant airports in North America.
But because strollers do break and other mishandling can happen, I suggest carrying on board a body-worn baby/toddler carrier. The Beco Baby carriers worked for plenty as a back-up or substitute during part of the ground process at airports. At least some of them are good for back-carrying kids weighing as much as c. 55-60 lbs.
