Do you have a United account? If so, go to settings and enable expert mode, then go look at the fare class availability on the flights that you want. Partner awards require I inventory space if I remember correctly. Another check that you can do is to see what fare class the awards book into via United. If they're booking into JN, that will not be available to partners.
