I would have read that as meaning just one of those three (i.e. refund, OR rebook for a later date, OR rebook at another property), but the blogger received a refund and an alternate (refund, AND rebook for a later date OR another property). Others have reported receiving the former though, so I don't think it's actually any more clear now than before.
Reading comprehension is key here. Both the written TC and spokesperson state "OR". Gary received above and beyond policy...that's great (must be nice to be a blogger).

​​​​​​​I empathize with the OP but best to not get high hopes based on a blogger's experience.
