Don't know about your camera equipment, but at least for your dive gear, according to https://www.alaskaair.com/content/tr...ting-equipment, you should have received a waiver as long as there wasn't anything unrelated to the equipment also in the bag. In particular, it explicitly states, "We’re glad to waive the oversize fee or overweight fee for the items listed in this section". And "Scuba Equipment" is explicitly listed in that section.
