AA has historically had multiple definitions of “domestic”. One that applies to upgrades, a different one that applies to lounge access, and yet a third one that applies to the Citi benefit. I’m afraid that for the Citi checked bag benefit, it’s the normal common-sense definition of a domestic flight: flights that both start and end in the US.
