I stayed at the Commune many years ago when it wasn't a hotel, but a series of private residences. At the time, the access to the Wall was not fenced off and you could walk along a section of the Wall adjacent to the property. This was during the heyday of the property, and even then you could see elements of classic Chinese "we've spent a boatload of money on construction, furnishings, and hard product, but did not allocate any meaningful budget for maintenance, service, or upkeep."
The physical plant was stunning, but you could see how it could all go to pot on keeping things running and poor service levels. This property is now 20 years old (or so) and it was built in a different era. The current era is not amenable to these kinds of vanity projects any more.
