YES. GE is about customs and facilitating entry at a border. GE also gets you PreCheck (easier and presumably faster TSA airport security). CLEAR gets you to the front of the line (PreCheck or regular) for TSA airport security. It also generally means that you don't need to show photo ID to go through TSA airport security since CLEAR uses eyeballs or fingerprints for ID.
