Since you have waited 8 weeks you can now refer it to CEDR if you wish. I don't think it will speed things up but you will have a better tracker of events. If you were UK based then the UK small claims system (MCOL) would be your other option, which would have forced payment within a few weeks. I don't know if your jurisdiction has something similar.
