is a very frequent problem, although not to the extent you describe. In my experience, it's often around 5% less. Sometimes it's really hard to determine from the invoice the net amount eligible to points earning. if you are at 20-40% less, there is clearly a mistake, either from you or from the hotel and it worths to investigate.
