What city pair are you looking at? When looking at the nyc-Syd fare rules, I see the following clause for all fares I’ve checked:

THE FARE COMPONENT MUST INCLUDE TRAVEL VIA TRANSPACIFIC
SECTORS ON
ONE OR MORE OF THE FOLLOWING
ANY UA FLIGHT OPERATED BY UA.
