Even though Global Entry includes PreCheck, these are separate programs run by separate agencies. Global Entry applications are made though the Trusted Traveler Programs portal and are processed by the CBP. PreCheck applications are made through the TSA portal. There is nothing to prevent one from applying to one program after applying for or being approved for the other.
