Registration on Etheraz portal is encouraged, and downloading and activating the Etheraz app is required, at least for entering the airport terminal building again at the end of the stopover.

I am glad I asked. I think I will need to find a place for PCR or skip the stopover. Also if I merely transit through DOH (JFK-DOH-MLE) with one ticket without leaving the airside then PCR is not needed, right?
