Not reporting this at Dulles is your biggest mistake. Without the PIR reference, they do not know where to forward the bag even if they find it. If the tag is off for example, it is just going to be sitting in Addis or wherever indefinitely. Contact their Dulles Airport office directly and check if the bag is there.
