For purposes of this ticket, I would consider your country of origin the USA. There are 60/90 minute PCR tests available at SFO, so I would just use one of those options.

It's possible that the country of origin could be considered Canada, but given it is, as you mention, unclear, I don't think you are going to get clarity on this. With that doubt in mind, I'd definitely consider the USA as your origin here to be safe.
