Charleston passport center of course sat on it for the whole time. The incompetence and inefficiency of the Charleston Passport to perform such a simple task as taping in a few pages of paper was ridiculous.
It takes more than a minute for sure. Among other things, they apparently have to run the passport through their database to see if you owe child support, are a fugitive, etc (in which case they would revoke it).
When I had pages added to mine in HKG (gotta love those PRC visas), it took two hours because their computer was "slow."
