Yes under Oneworld rules you're eligible to access the Condorde Room when you're a same-day inbound arrival in First. Just make sure you hold on to your EWRLHR First Boarding Pass from your previous flight incase of any further eligibility query.
The Concorde Room isn't part of the Oneworld rules - Oneworld Emeralds are not allowed in, despite being a "First Class" lounge.
And I think you have to be flying BA Inbound First (ticketed or operated). I don't think you get CCR access if Inbound first on a AA/QR ticket & metal, connecting onto a BA short haul out of Terminal 5. That said, it's a manual check, so mileage may vary.
However, what you say to the OP is correct in this instance. They will be allowed in just fine.
