My 12:45 PM arrival to DCA yesterday turned into 1 AM this morning. Would the National office still have been open?

I wound up taking a Lyft to my hotel since I didn't want to end up wasting another 30+ minutes finding out at that time of night, but it would be nice to know for next time.
