Clearance does not occur automatically, the moment the inventory becomes available. The systems since the the merger (2012) have done this via a separately batch process. The same is true for upgrades, hence
Upgrade still waitlisted even though PZ (previously R) class is available
The I space waitlist, if not scoped up by a new booking would have eventually cleared.
Monitoring I space via EF is an option (not available for IN)
