As I've mentioned several times now (as have others in this thread): all iPhones purchased from Apple come fully unlocked, with the exception of AT&T financed devices. Hence, my repeated recommendation to buy directly from Apple in all cases, both from a service standpoint, a software standpoint, a hardware standpoint, and a logistical standpoint. In no uncertain terms can I recommend anyone to purchase a device from a cell carrier. There's simply no reason to do so when Apple throws so much money into making the purchase of a new phone a smooth and painless experience.

You'd only be locked on Verizon if you were to purchase an iPhone from a Verizon storefront on a pre-paid plan, which, as I've again mentioned and will reiterate: I do not recommend anyone purchase a phone this way.
