I doubt that emails to an exec's address go to a staffer. It's possible that an admin is siftiing through them, but that's not the same as a front line customer service rep. I've worked at very large companies and emails to the execs always made it to the execs (maybe tech companies are different?)
FWIW I have used an address from this site when I had an issue with Lyft (admittedly a much smaller company). I actually never got a reply but the next day the issue was resolved in my favor. YMMV.
