On your 2nd point it would be unusual for an airline to delay departure to wait for a handful of passengers,

if there were a couple of dozen all coming in on the same flight they might but it brings in issues such as the flight losing its departure (and then arrival) slots and crew hours. Plus the factor of inconvenience to all the other passengers.
