Not sure that I fully agree with this statement. While its true that the Chinese are building & improving roads in many parts of the developing world, they're almost never maintaining these roads. In the span of 10 years, a newly paved road can be completely destroyed, long after the Chinese have moved on to some other country that they view as vital to their interests. Mozambique likely won't have the resources to fix or maintain these roads in the next 10 years. There are already numerous examples of this playing out elsewhere.
