Gotta say seems a bit harsh unless she was somehow evasive about her failure to declare - I would have expected an opportunity to discard it without penalty.
I admit it’s been years since I’ve been to Sydney but pretty sure she had plenty of notice from in-flight announcements to signs leading up customs to declare/discard. Maybe she was too busy on her phone and missed all the reminders.
