As a data point, I have been using an overseas-issued card tapping on terminals and had no problem with transactions going to $500.
One weird thing is that in certain places when I tried to insert the card first, it was rejected, but on a repeated try when tap, the transaction went thru... I thought that chip-based transactions had priority...
