If purchased from united.com or 016 tickets, yes

As there are no change fees, if starting in the USA, there may be nothing for UA to waive. You still are responsible for any fare increase.

If you are starting outside the USA, there may or may not be a change fee. After travel you can request a refund but will need some documentation of the death,
There is a small chance the agent may take your word and waive the change fee.
