Based on a quick glance, it sounds like this tax is non-refundable. However, the DR had a waiver during COVID that allowed refunds in some cases. It's unclear if the COVID waiver is still in effect, but regardless it sounds like you need to apply to the DR government to get the $10 back if it is.
