Airlines started incorporating $10 DR tourism tax into ticket fares starting in 2018 (it used to be payable on arrival at airport). You can see it when you do a tax breakdown of ticket price. Based on a quick glance, it sounds like this tax is non-refundable. However, the DR had a waiver during COVID that allowed refunds in some cases. It's unclear if the COVID waiver is still in effect, but regardless it sounds like you need to apply to the DR government to get the $10 back if it is.
