I think EVE might be a smart move.
Have you looked at rental cars yet? The extra cost of one way rental may be $500 in Norway. Flying to EVE gives you the opportunity to rent and deliver the car there.
Driving from EVE to the tip of the Lofoten Islands is about four and a half hour driving one way. From Tromsø add another three and a half hour.
Where are you off to after Lofoten? EVE has more flights to more destinations and lower prices than both Svolvær and Leknes. Those last two airports are mainly served by
DHC-8-400 Dash 8Q, so they can also sell out early.
How do you want to experience Lofoten? Mostly driving / road trip, or hiking, boat trips, fishing or biking? I would maybe select two places to stay, but it depends what you want to do. I strongly recommend that you try to get a meal with fish as fresh as possible from the sea, fishing yourself or as a dinner from a restaurant.
