Normally no scheduled airline authorized to carry passengers allows third party sales of their tickets, except by authorized travel channels. To find whether credit vouchers can be sold, one should look to the terms and conditions which this airline placed on the sale of the underlying ticket which generated the voucher when the customer cancelled the ticket reservation. I strongly suspect that passengers holding tickets on this carrier cannot sell them, hence the associated vouchers cannot be sold either.
