The use of UA flight numbers increases the chances it will be UA ticket but does not guarantee.
You can ask your TA as your tickets may not be issued until closer to departure for US gov tickets
Note if not 016 ticket stock, the *A flights will still be mileage earning, it just gets a bit more complexity to determine the earning and the earning for a *A partner operated flight is calculated differently than a UA operated flight.

Government tickets can be issued by multiple carriers. There is no guarantee that all flights will be issued on a single UA stock (016).
