I've had success with Amex Travel purchases triggering Amex Offers for Delta with cash purchases but have never tried it when purchasing with MR. If Amex Travel uses the same system to process the transactions regardless of payment method, I would expect the credit to go through. It's also not unusual for credits to take 3~5 days for me before they post.
