On the booking page I see this:

Does this mean if I wanted to a change a flight on BA.com, it would be free? And when they say "to cancel your booking it's $10 online", does this mean for $10 we can cancel a basic economy (World Traveler/ Euro Traveler) fare and get ticket amount back as travel credit?
I'm just trying to decide wether I should book on American Airlines OR BA? AA basic economy is literally bare bones with absolutely no option of any change or cancellation for any reason.

It's quite simple.
Changes would be free if you find the same fare, if that is not possible BA will ask you for the fare difference but no fee for online change. if you call it will be a 25 dollar fee plus the fare difference. So online if you pick and choose a new date/time it can go from 0 dollar to quite a lot depending what fare is available that time.
Cancellation. if you do it online you will only getting back the gov taxes minus 10 dollar fee. so if the ticket was 300 dollar and it included 50 dollar gov taxes, then if you cancel it online you will get back 40 dollar. the rest is going to be lost for you.
when you book it should state the taxes but please don't get confused with the carrier surcharge. you won't get back that amount only whatever taxes you pay to the gov.
