Sorry, should have specified as I know these range, it was the cheap cloth one you get from a department store when they give it to you. It is by no means a bulky plastic one that has handles or folds etc, I'd equivalate it to a plastic wrap you get over your shirt from the dry cleaner.
In my experience, they will make you stuff this into your carry on, so yes it's a third bag in the eye's of most gate agents. The only time I haven't seen them do this is with winter coats and carry-on food.
