That’s one approach, sure. Just don’t expect any sympathy when you arrive late with both a carry-on and a personal item and there’s no space for your larger bag. Karma works in mysterious ways.

If I only have one bag, and it fits under the seat in front of me, that’s where I put it. (And I’m 6’0” tall, so, yes, my feet generally reach it).
