The system absolutely will skip you if the list is longer than this. When it does the sweep it will see that there is a request for 2F seats and that there is only 1F seat so it will go to the next single upgrade request in the queue.
Now if the upgrades go to the gate, the GA should call and ask to split but the system will 100% skip a request for 2 seats when there is only 1 remaining
Proof that the system will do this in advance? It absolutely should not. It should wait until a second upgrade seat is made available, or else go to the gate.
