Two questions;
  1. Is it possible to have checked luggage checked all the way through to YVR from the initial LHR BA0830 flight?
  2. Is there any way to transit via flight connections in DUB, rather than having to exit then go back through security ect.
Not sure if this is now complicated by the BREXIT / EU situation? and as such luggage is always going to be offloaded at DUB, and then I have to check in / security for the DUB-LHR-YVR flight?
It would probably have been helpful to include the LHR-DUB and DUB-LHR flight times rather than the flight numbers.

1. No.
2. No

There is no complication due to Brexit, everything is the same at Dublin. Everyone needs to pass through Passport control on arrival, then you'll collect your bags and head back up the escalator to check-in.

I've had plenty of recent experience at Dublin and with Fast-Track, I have found the biggest delay is at the check-in desk, whereas Fast-Track Security is usually 10 minutes or less.

With respect to other people on here, the doom and gloom around Dublin Airport is way overstated. Things have improved a lot and there has been no disruption on the scale of what was seen a few times earlier this year. They said they would be relatively fully manned security wise before the end of June and there have been no hassles there. It was also reported in the news today that Dublin was 4th best performing airport in Europe when it comes to flight cancellations (lack thereof).

I do not know which month you're travelling, but if you have a couple of hours between the two flights you are planning to take, it should be ample if you have Fast-Track (Gold or Silver, Club Europe).
